Provinces have government documents released in China
According to incomplete statistics by 8btc news, as of the end of November 2017, a total of 9 provinces, autonomous regions and municipalities directly under the Central Government have released guidance on the blockchain in China, including Zhejiang, Jiangsu, Guizhou, Fujian, Guangdong, Shandong, Jiangxi, Inner Mongolia and Chongqing. Some provinces even include the blockchain in the province’s “Thirteenth Five Year strategic development plan”’. In addition, the State Department refers to blockchain in the four documents released this year.

From the point of view of support, the block chains in Guiyang, Hangzhou, Shandong, Qingdao, Guangdong, Shenzhen and Chongqing will be placed on a more important position and special policy support documents have been promulgated.
Another point worth noting is that although most people regard Beijing and Shanghai as the top tier cities in China’s blockchain development, the two cities have not issued any clear policy documents on the development of the blockchain.

Guangdong Provincial Government began to attach importance to the blockchain in 2016. It’s mentioned in November 2016 the “Plan for the Development of Shenzhen’s Financial Industry during the 13th Five-Year Plan” that “Supporting Financial Institutions to Strengthen Research and Exploration on Emerging Technologies such as Blockchain, Digital Currency, etc.” In September 2017, Shenzhen issued the ” Notice of Shenzhen Municipal People’s Government on Printing and Distributing Several Measures to Support the Development of the Financial Industry, “encouraging financial innovation and setting up the special Fintech Award,” rewarding outstanding projects in the areas of blockchain, digital currency and financial big data application with the annual Incentive controlled within 6 million yuan.

Guangzhou, the capital of Guangdong Province, mainly relies on Guangzhou Development Zone on blockchain development. In June 2017, the People’s Government of Shibei District of Shandong Province issued the “Instructions on Accelerating the Development of Blockchain Industry (hereinafter referred to as Instructions).” The promulgation of the Instructions was in order to implement the national, provincial and municipal proposals on innovation-driven development strategies for the purpose of strengthening the theoretical study of blockchain and the breakthrough of underlying technologies. It strove to form a set of blockchain visualization standards by 2020, create an application template for copying and promoting, introduce and train a batch of blockchain innovation enterprises, build a team of professionals, establish a management system and operation mechanism, and strive to build a “Chain Harbor” based in Qingdao, a blockchain + innovation and application base targeting at the country’s blockchain industry highlands.

At present, Nanchang has set up a research and development center for blockchain technology and application, and Ganzhou has established a blockchain Financial Industry Park.

In November 2017, Chongqing Economic and Information Technology Commission released the “Instructions on Accelerating the Cultivation and Innovative Application of the Blockchain Industry”. It is proposed that by 2020, Chongqing municipality will build 2-5 blockchain industrial bases, introduce and nurture more than 10 leading enterprises in the blockchain sector in the country with more than 50 core blockchain enterprises with core technology or in growth. Introducing and nurturing more than 500 middle and high-level talents in the blockchain and endeavoring to build Chongqing into an important area in China Blockchain industry heights and innovative application base.
At present, Yuzhong District has set up the first blockchain industrial innovation base in Chongqing.
The earlier reference to the blockchain in the documents of the Beijing government agencies was the “2016 Performance Task” issued by Beijing Municipal Financial Administration in August 2016. The document mentions that “in order to promote the development of Beijing’s financial sector, the Zhong Guancun Blockchain Alliance was established. “In December 2016, the Beijing Municipal Bureau of Finance and the Beijing Municipal Development and Reform Commission jointly issued the “Notice on the Development Plan of the Financial Sector during the 13th Five-Year Plan of Beijing City.” In which the blockchain is classified as a technology for internet finance. Although Beijing has not yet promulgated a special policy for the development of the blockchain industry, it does not hinder the development of blockchain technology either. According to statistics from Wuzhen Think Tank, Beijing is currently the country with the largest number of blockchain technology start-ups, over 40, accounting for more than 40% of the national total.
As one of the most developed financial city in China, Shanghai has a friendly attitude towards the development of the financial industry. Relevant government departments have also expressed positive interests in blockchain technology. For example, Mayor of Shanghai Huang Yun noted at the ‘New Financial Annual Meeting and the 4th Financial Technology Bund Summit” that” we will actively explore innovative applications of financial technology such as blockchain in government services. ” Zheng Yang, director of the Shanghai Municipal Government’s Financial Services Office, said at the inauguration ceremony of the China Blockchain Application Research Center (Shanghai) that “we have set up a China blockchain application research center and called for regulations to go ahead.” It is possible that Shanghai’s financial and legal communities can try some approaches first. The earlier reference to the blockchain in the Shanghai municipal government working paper appeared in the ” Notice of Key Points of Financial Services in Baoshan District 2017″ formulated by the Office of People’s Government of Baoshan District, Shanghai in March 2017 (hereinafter referred to as the Notice). On April 2017, in order to guide, standardize and promote the development of blockchain technology in the internet financial industry for better serving the real economy, and to effectively protect public interests, the ” Self-discipline Rules on Blockchain Technology application in internet Financial institutions ” was issued by the competent department of the Office of the Shanghai Internet Financial Industry Association under the management of Shanghai Municipal Financial Services. This is the first rules of this kind inside China.
At present, the number of blockchain enterprises established in Shanghai ranks second in the whole country.
Looking at the current attitude of the provincial governments towards the blockchain, Guizhou Province is the one that has given it a thorough consideration. Relying on the advantages of its big data industry, it has formulated a relatively perfect guiding document, offering reference for the other regions on policy formulation. However, As Chen was just transferred to Hebei, it remains to be seen whether Guiyang can continue to maintain the first-mover advantage in the blockchain development.
Some regions refer to blockchain technology more than once in their official documents, seemingly exhaustive, but implementation fails to follow, such as Jiangsu and Fujian province. Some regions, although not mentioning blockchain in the documents, has a better momentum of blockchain industry better, such as Beijing and Shanghai.
Admittedly, blockchain technology is being attached more and more attention from local governments. More detailed policy support documents are expected to be issued in the next few years to promote China’s blockchain technology to move forward.
