Blockchain-based Charity Management System Launched in Guiyang
27th May Guiyang– The first blockchain-based poverty relief program has been launched in Hongyun Community, Guiyang City. The project is developed by Wanglu Technology. More about Wanglu could be found here.
Poverty alleviation is the country’s priority livelihood projects, Hongyun community of Baiyun District in Guiyang City is the pilot zone for “big data + livelihood” projects. As of March 2017, there are a total of 143 poor people who needs help, among which are 102 low-income households, 37 households that requires temporary rescue and 8 households that needs medical assistance. In addition, the neighborhood has 197 people with disabilities. In 2016 a total of 716,814 yuan was distributed to assist those in need, of which are 102 low-income households. 487,034 yuan was distributed to 857 household-counts or 1214 headcounts. 8 people received 81,760 yuan as medical assistance. 70,000 yuan was distributed to 33 households as temporary relief. 900 yuan was distributed to 9 people from 3 households who applied for temporary relief. 50000 yuan was released to 1 household as emergent assistance. 27,120 yuan was released to 197 disabled people, among which 52 cases are severe disabled allowance.
The blockchain-based system is to achieve accuracy and security in managing charity affairs initiated by the authority. The system developed by Wanglu Technology aims to prevent fraud and misconduct when providing help for the poor and the disabled. The blockchain-based platform records Identity information of the disabled, the flow of money etc.
Founded in July 2016, Wanglu Technology is a blockchain solution provider, focusing on blockchain bottom layer development of record-keeping, digital assets, supply chain finance technology and industry solutions for enterprises, financial institutions and government departments.
The system consists of the following components: the basic blockchain platform, the basic identity information storage module, the service personnel information management module, the funds management module and the data display module.

The identity module employs the immutability feature of blockchain, collecting and recording the id info of the disabled and the poor on blockchain. Every allowance distributed must be verified through the module to avoid ID forgery and imitator.

At the same time, another highlight is the funds management system. Every poverty-stricken user can own an account and track the progress of every allowance received through a mobile app. The money attribution and settlement is recorded on blockchain and therefore fully transparent. Government’s credibility is strengthened in this way.
Finally, data on the blockchain-based system will be integrated into the “social and cloud” system to ensure authenticity and immutability of the “social and cloud” platform. Eventually the sovereign blockchain trust system could be established with the features like transparent data, distributed storage, livelihood digital currency, community consensus mechanism, smart contract.
The project was launched in the Guiyang 2017 China International Big Data Expo.
